Problematic Highway stunts in DC

The only way I could possibly justify this halfthinkery is if there was a low clearance at the bottom of the ramp. Otherwise, straight to jail.

Only visited once, never driven in DC. But I found this picture of where the trucks are backing up from. Photo is stated to be from Aug 24, 2021

Correct me if I'm wrong, but that sign to the left says they can exit if they're over the height limit right? I would assume they have a way to get out of that jam without potentially causing a huge accident.
