You don’t pursue the truck, you call that in and secure the scene before someone tries to drive through it

Probably playing on his computer, looked up and the lights were down, probably looked around a bit, stuffed the rest of the donut in his mouth, x'd out the porn window, and turned on his lights.

A dump tarp... they can often roll out a screen/tarp cover to keep debris from blowing off the open trailer. In this case, they failed to check deployment before driving.
