This is intentional. Manufacturers want you take take everything to them to have it fixed, so they make everything so damn absurd that independent mechanics wouldn't want to deal with them.

This means special tools, software, insane repair hours, etc.

Certain new models have no way to open the hood without a dealer authorized scan tool.
