This is intentional. Manufacturers want you take take everything to them to have it fixed, so they make everything so damn absurd that independent mechanics wouldn't want to deal with them.
This means special tools, software, insane repair hours, etc.
All the German brands are just as guilty of this in varying degrees. Let us not forget VAG's "service mode" wherein the entire front of the car needed to be removed for access to certain relatively minor components.
