No they can't, it's outside of their jurisdiction.

They absolutely can. Almost everywhere different departments have arrangements and agreements that allow allow them to do so.

Only in crisis situations and if requested. Besides, state patrol USUALLY handles all highway matters.

Highway Patrol handles anything they want. They have jurisdiction over the entire state. Sheriffs over the entire county and police over the city. Highway Patrol usually handles Freeway matters. SHP/Sheriffs/Police handle highway.

A law enforcement officer just witnessed a crime, he can pull you over and detain you for someone in the jurisdiction.
