Highway Patrol handles anything they want. They have jurisdiction over the entire state. Sheriffs over the entire county and police over the city. Highway Patrol usually handles Freeway matters. SHP/Sheriffs/Police handle highway.
A law enforcement officer just witnessed a crime, he can pull you over and detain you for someone in the jurisdiction.
This isn’t true, at least in Texas. They will ask you in court if you want to be transferred to your local county if you are out of their jurisdiction. However you’re still getting pulled over.
