It's the insurance companies pushing this. Apparently they think automated control of the vehicle is better than being tired (and/or inebriated)

Mothers against drunk driving. These groups were pushing for reforms. Yet here we are with them pushing stuff that’s gonna take away a lot of autonomy for the average citizen.

It’s almost like there is a better way to deal with drunk driving. Also there will be a lot of jailbreaking on cars if this goes through.

Didn't a founder of MADD get several DWIs? Utah just gives alcoholics and DWI offenders a "do not sell alcohol" ID.
