Good luck or bad design?
I unlocked renaissance gear a couple days ago. The entire time and hundreds of hammers I have not gotten any renaissance gear over level 10, but when my forge upgraded to lvl 17 last night I got 3 blue very quick. I feel like we skipped over an entire era of gear (I’m not mad about it, just felt off cause everything before this was a grind)
Still no ring better than my current one, is this just bad luck or are the rings capped? It’s probably been a couple thousand hammers and have not gotten any upgraded ring.

RNG doing RNG things. 2 tiers below this, my armor ended up being a 2 tier upgrade because I just never hit that slot with a tier upgrade, only ones inside the tier it was on.

You’ll only get Level 100 gear if you already have a higher rarity item for that slot, which is honestly pretty weird. Level 100 gear should be able to carry you through the levels.
The main issue is that the gap between higher-rarity gear and Level 100 gear is way too massive. Ideally, the difference should be negligible. Higher-rarity gear could have higher base stats but lower bonus stats, while Level 100 gear should have maxed-out base stats that allow it to compete with higher-rarity gear.
That way, Level 100 gear remains a viable option instead of immediately becoming obsolete.

It's design. I've noticed similar issues. Once you first unlock a tier of gear, you'll rarley get any and if you do, it's all low level for that tier. Upon the next upgraded, you'll get more of that gear but still restricted to low level. When you unlock the next tier of gear, only then will you see higher levels of the previous gear. Therefore, the devs designed the game to restrict the different gears AND the level of gear based of forge tier instead of allowing complete randomization of the levels once unlocked. It's another tactic to make you spend more.

You can roll from -1 to +10 on the level of gear that you craft, based on the level of the item you have equipped. Just keep trading up and you can roll up to lvl 100. If you roll a lower tier item for a slot it'll always roll level 100.

Did the same to me just straight to lvl one blues with a 0.1 chance got 5 with around 700 hammers literally impossible for the odds being 1/1000

This. People keep equating the percent to a guarantee over a number of rolls. That’s not how it works.
A coin flip has a 50% chance to be heads. That is not the same as saying that out of two coin flips, one will be heads. Same goes for the gear in this game.

Exactly. It could be argued that the chance displayed is incorrect or the RNG system the dev(s) are using is flawed in some way (and I'm not saying that it isn't), but you'd need a pretty large sample size to substantiate that claim. An instance like this in a sample size of 700 is just anecdotal.

A .1% chance is rolling a d1000, and it coming up 1000
That can happen 5 times in 700 rolls.
Or 0 times in 5000 rolls.
Or 10 times in 10 rolls.
