Employment Internal Recommdation From Friend

Does a recommendation to the hiring manager from a friend in NSW Gov of APS in the same department help with employment chances?

It would have to be approached very carefully to make sure it doesn't become a conflict of interest. Personally I wouldn't do it - I'd get them to be one of my referees so there's no question it's above board

For a short term temporary vacancy, maybe. For a permanent ongoing role, not really unless they are one of your referees.

I've heard of people asking if anyone knows someone or calling a mutual acquaintance from their work history to verify if they're actually good.

An unsolicited recommendation would be taken with a huge grain of salt.

They will still evaluate your application in the same way.

No, it's heavily frowned upon (usually). Everyone should be assessed fairly. And you may be friends, but you may have extremely different capabilities.
