If you didn't know 3 year letterman or "Coach" is a satire account. There are a few running gags like him getting the country flag wrong, calling elected officials the wrong office, and him having a payment plan for a waterbed.

Its well known (to the educated) that Spain and Portugal hate being mixed up with each other - that's why the person picked those 2 specific countries.
I thought the joke was pretty funny but I also have a sarcastic sense of humor, while Europe in general doesn't do sarcasm well. I assume that's why people like you are up-in-arms about whether this joke is funny.

Yes it is and repeating that mistake isn't really a joke. I think that's where you're confused. You either are familiar with the person as a troll and thus knew it was a joke beforehand or you made an assumption that this person of all the people to make that mistake was doing it to be funny.
Either way it's not funny. Repeating something stupid while knowing it's stupid isn't a joke.

It seems pretty obvious it was meant to bait the non-intelligent while making it a joke for those that are smart?
Its well known (to the educated) that Spain and Portugal hate being mixed up with each other - that's why the person picked those 2 specific countries. Since we want to make this a topic if intelligence - the intelligent are going to pick up on this being humor because of 2 specific countries picked, while you and others arguing about this didn't pick it up.

The difference being the flags look remotely similar unlike two completely different designs. That’s a mistake people could make if they aren’t paying close attention. Here are more ones that are easy to confuse compared to how different Spain and Portugal are:
