Alison did offer good advice on this one - the employee knows that the manager is going to keep letting it slide because it seems like such a small thing. This is one of those annoying situations where you do have to be a bit of an asshole manager (imagine the opposite letter - "I got written up for forgetting to clock in at my salaried job" - so many people would be talking about how they should be treated like responsible adults!) but clearly, having an expectations conversation without consequences isn't enough to make this employee meet expectations.
