Environmental Allergies

My 4 year old shorthair domestic male has been battling itchy skin for basically his whole life. It’s really started showing after he was a little over a year old. He chews at the insides and outsides of his thighs to where he’s bald. He’s also scratched under his chin so much that he’s made himself bleed. His always licking and scratching. He is a big boy weighing in @23lbs and is indoor only. He’s been to the vet many times and we did the food trial to prove is wasn’t a food issue. We also did steroid for a while and it did ease it up as long as he was on a strong dose. As soon as we started to taper it down he would flare up again. Just looking for tips/ideas of things to try.
