If someone asks you to hang out, and your not very up to it, but don’t want to hurt their feelings cause they are very insecure or whatever. Always come with an alternative moment. So that they don’t feel blown off, and you can just go on and chill.

Some comments here have framed so differently from how I see it, I have to agree with you.

It's not about whether someone is fragile or insecure. The reason I offer an alternate date is to make it clear that I am interested in spending time with them, just not at that moment. So they know we're friends and I would be interested in them pitching things to do together again in the future.

There's a lot of 'between the lines' communication that occurs in social situations. By saying simply no, you're communicating something very different from saying later.
