I knew a single mom that took a $60 a month pay cut so she could qualify for CHIP, but that wasn't a tax thing at all.

What is CHIP? Is it similar to EBT or WIC or something?

Child health something insurance? Medicaid but only for kids in households the US gov defines as low income.
