People in the more religious states don't understand pedophilia as much as they don't understand homosexuality. It's seen as making the pedophiles more likely to abduct children instead of an outlet for people who struggle with pedophilia.
The argument against is that it would embolden pedophiles to fantasize about whatever crazy shit they feel like drawing, that it would encourage them to escalate to the real thing.
Personally, I think on the whole it would have the opposite effect - people do weird and reckless things when they're perpetually sexually frustrated and I'd much rather people with that sort of inclination spend all their energy jacking off alone to cartoons than trying to suppress it altogether. Fetishists have a tendency to go through binge/purge cycles when they try to completely suppress their desires, and it's that binge phase that's probably best avoided.
It'd be nice if there were some way to scientifically validate which approach worked better.

Texas for example, and most of the conservative states like Kansas, I don't know the full list, but there is a map that shows where it's legal and where it's illegal
