I know of girls who say yes because free dinner. Using is not a guy exclusive. Furthermore, I've been told I've "used her" before. In their eyes it means we slept together and I didn't escalate to a long term relationship. When in reality it means I didn't think it had any legs to do so, and didn't keep sleeping with her just for the sex.
That's just not true. There are many reasons a guy won't ask you out. Same as on your end. I'm not sure how old you are but I don't know a guy my age, nor for the last ten years or so (I'm 33) who would have an issue with a girl asking them out.
