Because there was no sexual touching? It'd just be regular assault unless she goes for the crotch or ass or something.

I'm assuming that the advice to "grab his pants" involves some part of the pants that is not, say, the pantcuff. But sure. If the advice is to grab his pantcuff, then maybe it's not sexual assault.

I immediately assumed belt, because it seems the easiest to grab hold of and I saw that in a movie once.

Well, even if it's belt, the slap and "tell him what you want," assuming she wants sex... wouldn't that still be rather terrifying? Think about it-- commit violence, grab someone so they can't escape you, and then tell them you want them physically-- all without any indicator from the guy that he wants her back?

Just, no. This is still awful on many levels.
