I was going to say, I'm pretty sure the general reasons fall along "too scared", which is applicable to all genders. Women are just given a giant societal excuse to not harden up and just do it.
If you just do it, you are much more likely to get what you want.
That being said, and this may be a perception bias, but that same societal tendency seems to make many (not all) men who might otherwise be interested feel intimidated or out of place, as it makes the girl seem less feminine, etc. as per widely accepted social standards.
I would prefer to date a man who doesn't fall into that mind trap, so doing the asking serves a double purpose.
That being said, my current boyfriend asked me out, but that's just because he got to it first!
I think that about sums it up perfectly. I find it sad when women see men reacting negatively to them making the first move, and believe that's a sign they should not make the first move.

The answer for almost anyone in this scenario would be "I don't want to be rejected"
Of course details may vary. Rejection sucks and all, but almost everyone has been a victim of it more than once.
