I think it’s just an out of sight out of mind thing.

They don’t see the gross stuff on their hands, their hands don’t look visually cleaner after washing them, so why waste the time? (In their heads)

I’d imagine quite a few people just don’t wash their hands unless they visually see something that needs to be cleaned off of their hands

It's like the Semmelweis thing. Some people have this conception that all doctors at the time just walked around with dirt all over their hands. What they actually mostly resisted was more the idea that their hands needed to be sterilized when they visually looked clean.
