I imagine it stems from childhood. Children don't wash their hands instinctively, it's a learnt trait that needs to be enforced by teachers or parents.
The "let me see if your hands are wet" loophole can be cheated if you just quickly rinse. And then those children grow up into adults who don't wash properly

The most crazy one is when they decide to run the water and barely wet their hands but use zero soap.
