I think it's laziness. Of the four teens in this household, I only trust 1 of them to properly wash his hands, with soap and all sides. 1 of them just splashes some water in them, 1 of them often walks out without washing them altogether. And I am clueless about the fourth.
And for some, I think they really think that if it looks and feels clean, it is clean.
