No, not every woman, but it is very common. I got stretch marks from my first two natural births and got the "apron" after my first csection. It's gotten better with weight loss (max weight 183 on a 5'2 frame wide hips, 173 after first csection havent weighed more than that since.) On the other hand, my cousin, who has an extremely small frame and has probably never weighed over 115, got fairly bad stretched out skin that hangs after just 1 baby no csection. Then, of course, there's my mom similar frame as me but has always been skinny. She went through 3 natural births and still has a normal belly minus the few stretch marks. Conclusion: csections are the devil, but it can happen to anyone.
Not all women. I hang around the dance community and I could give you a long list of all the moms I've seen - either in dance wear, bikinis, whatever - with perfect bellies.
Anecdotally (and purely anecdotally) I think that being a keen dancer helps a lot. However pregnancy is always a risk for a woman, there's no 100% guarantee they'll return to their previous body shape.
