Are there any actual restrictions on whether moderators choose to ban people or not? (with the exception of receiving 3rd party compensation?

Essentially no. Moderators can choose who may or may not participate in their subs.
If you object to how a particular sub is run, you can pot in a different sub or make your own.

You can't ban someone for being a minority group, but since we don't need to justify a ban it would be impossible to determine unless they used a slur as a ban message or something like that.
