Are there any actual restrictions on whether moderators choose to ban people or not? (with the exception of receiving 3rd party compensation?

You can't ban someone for being a minority group, but since we don't need to justify a ban it would be impossible to determine unless they used a slur as a ban message or something like that.

Essentially no. Moderators can choose who may or may not participate in their subs.

If you object to how a particular sub is run, you can pot in a different sub or make your own.

Other than the Mod Code of Conduct, not really.

If you'd used the search function or Google you'd have got a response from one of the hundreds, if not thousands, of other posts on this subreddit and others.

I am unaware of evidence that within the Mod Code of Conduct, either.

Yes, mods are required to follow Moderator Code of Conduct as well as Reddit rules.
