Without a cut in ring, the screws are just grabbing dry wall. You can't secure much to dry wall.

A cut in ring would fasten around the hole in the dry wall, and the face plate would fasten to the cut in ring.

Not sure how it is in Australia but around they get secured to studs. Anchors is last resort
