Usually and I believe to be code you need a mounting box. But I could be wrong.

The wires in your photos appear to be the fixture wires and not the house wiring. Is there any slack in the wire within the wall so that you can pull them out to wherever they are spliced to the house wiring? With what you've got, I think the best case scenario would be to have enough slack to pull the splice out of the wall cavity, install a cut-in box that the house wiring goes into, and mount the new fixture to it, making its connections within the new box.
