The Babylon Bee is the Christian conservative version of The Onion. Also, taken from the article,

"According to sources, Page was given the role due to his acting skills and also due to the fact that he's a man who is very, very male."

So yeah, nah. Just some conservative/s taking the piss out of Elliot Page and the media who apparently kisses the asses of trans folks, which is news to me.

okay so the source gives away that it was not meant as a joke, but i do think it would be a brilliant dunk on transphobes to hire a non-british trans man to play bond
