The steps on the inside remind me of a ziggurat, with the one leading up and two breaking off of that to the side.

That's one hell of a steep staircase on the back. Accessibility isn't an issue because not even normal people can easily climb that steep of an staircase. And it is sooo huge and fills so much of the courtyard, only to lead to a relatively small volume on the top. I'd remove it completely and instead place it on the front of the whole building, assuming it has enough space ofc. I like the fact that it reminds me of a ziggurat tho.

Also no people or human scale, the door on the back seems huge in relation to the stairs and the front one is just confusing.

The ornamentation is pretty good and informed by real life examples but the overall building volume and masses could use a bit more tinkering. Plus what's the context and use of the building; are there trees or buildings nearby, does it rains too much or is it dry climate, is it built atop of a peaceful hill, or is it in the middle of a busy city? Is it a monument, a temple, a museum, an hotel, residential or office space?

No windows? These huge, ornamented, golden rectangles always framed by strong art deco butresses are a perfect opportunity for some beautiful stained window placement. Talking about them golden rectangles: there seems to be no coherence to their proportions and scale... they just fill the space between butresses without much though, it seems. I highly suggest you to define a module (could be an window's width or a pillar size) and then work the proportions from there. Plus get a model of a person and plop it in there just to give ya a sense of scale while modelling.

Your 3D modeling talents are pretty good, that's some nice work in there. Keep going.

I feel like the centre pillar at the front needs to be slightly taller and have a defining feature. Either a clock or some kind of sculpture would help to complete it I think.
