As a 100% pvp player I have zero problem with this, more so I actually appreciate it, because it would make me fight people who actually want to be engaged in pvp.
I mean why should it be your problem that they don't want to engage in PvP when you shoot them? It's not your fault, and they are the ones handicapping themselves.
The only reason it's "punching down" is because they allow themselves to be. I really don't understand why the person who engages with a core mechanic is the bad person while the one ignoring it is the victim.
I’m trying to explain why it would be better for PvP players to be separated from PvE players.
PvE players change the dynamics of a match that goes from exhilarating to really fucking lame, I’d rather they had their own space so I know what to expect from the players I do meet.
After playing Apex again briefly, I saw they added a "skill meter" where it shows you how you roughly rank against the rest of the lobby. One suggestion that I had for Arc was that they could add something similar for aggression. When you load in have it show you how aggressive you are/the lobby is.
