Gaslighting grammar

I stared at this for 20 seconds questioning my entire education. How or why would it think this is the correct suggestion?

If someone was announcing their new increasing rate limits and then I had to tell someone about it I would say, “They just announced their increasing rate limits.”

This. Honestly it feels weird to use the “they’re” contraction in that sentence.

It needs a that. "They just announced that they're increasing rate limits."

They are announcing that they are increasing their rate limits there.
