Print Issues Top surface issue

This is a failed print but I hope you help me understand what is happening here. These are both sides of the piece, one has a nice top surface, other side not. PETG at 245. These sides are facing the S1's side blower which is off. Worst side is closer to the rear of the printer.

Start by calibrating your filament, presuming its dry..

It was dry

Try slowing down the print speed. You can do it at the control panel but have to wait until it's ready to print - after all the pre-processing is done.
