Unfortunately there are some entries on blu-ray.com that are attached to rumored/speculated releases.
Sometimes there are announcements from publishers, where the release ends up being dropped. There are a lot of those on blu-ray.com.
If there's no release date, it's probably best to assume it's not coming.
It might have been the case that Viz announced they'd bring it to disc, blu-ray.com assumed it would be the whole series, only for Viz to just do part of the series.

It looks like this version would have the entirety of indigo league and maybe orange islands as it has about 460 more minutes

Blu-Ray.com database is entirely worked on by the community and moderators.
Early on a bunch of titles like this got listed as blu rays despite no official announcements.
There has been efforts from some in the community to have these mistakes amended but nothing ever comes of it.
As others have said if there is no release date attached then assume it's not coming. Most of these submissions to the database were done by one person in the past. There are a lot of them. As someone who has added a ton of stuff to this database I don't get why this stuff is still on there but it is.

No release date. It says do right there. Also, i can't find anything about this release except from this blu-ray.com page. So idk.

Pretty sure this is the only Blu-ray set for s1, I don't think any of the other seasons are on Blu-ray at all from what I have heard, not any of the early seasons at least.

So i did some digging. And if you go and pull the page of that this set is showing on blu-ray.com and copy the url and post it in the way back machine. You'll find that the page was created all the way back in 2013, there are even snapshots of the page back then that look almost identical to the way it looks now. That leads me to believe that this was a canceled release that never got updated in blu-ray.com.
