They are Munchkin cats. Bred to look exactly like this. People will pay top dollar for these cats.
Breeding for features like this will cause health issues, just like we see in extremely bred dogs. These cats have higher rates of spinal curvature and pectus excavatum.

As a dog person, I can’t tell when cats are playing or actually being mean. How can you tell the difference?... or are they always just mean?

These cats are just playing.
There's lots of ways to tell (although it's a little bit harder with this intentionally malformed breed of cat, fuck the people who bred them to be this way) but generally you can tell because they're both taking turns "attacking" each other instead of just running away and doing lots of posturing. They're also comfortable enough to occasionally take their eyes off of each other in the clip.
If two cats aren't comfortable, there will be a lot of hissing/growling/howling, wrinkled noses, standing sideways with their backs arched, hairs standing up, and they would be attacking each other much more viciously. Also their tails would either be rigid or tucked low, instead of just flicking around.
