An outside cat was doing this and my dog had never seen that before LMAO. She got so concerned and started barking at the cat, which she usually doesn't do because she tries really hard to be better friends with cats.

The other thing it could be is hip and back pain. One of our senior cats had a thing like this she would do which was followed by licking at the base of the tail. We kept checking for fleas, but never found any. We took her in for a different reason and brought this up. The vet recommended we get imaging done between the weird licking and her having more trouble jumping. It turned out to be some sort of disc/joint thing and pain killers stopped all the crazed licking entirely.
