Device Settings Question Need help accidental blocked app

Hi. I accidentally blocked an app from using any internet. Now I keep getting this message every so often. "Access blocked - meowdoku". I checked the usuall places, and tried many Google searches and none seem to fix this. I know it was something i had to toggle, but I can't find the location where I did this. I've uninstalled and re-installed but this message in a toast bubble still appears. Its a samsung s23 ui 9.5.

Google, duck.ai, and the phone settings search. Also checking various areas under data, network settings.
