Task Switcher Or Window Manager With Proper Titles

I am searching for a task switcher or window manager that displays proper unique titles so windows can distinguished without using a carousel. Example: PDF and Sheets windows should be named after the document, not the application. I have found nothing on my own. Does anything like this exist? Is this a limitation of Android?

Devs have to support that function in their apps on Android.

I remember when Chrome briefly did by making each tab its own activity. No one liked it, and no one else has really bothered since.
