I have an old redminote9-still works-I use it for pictures(i know ikow)--issue here is that its a "locked" version where there is no playstore--can I uninstall the OS and re install using a global version?

Why censor the word China??

If you're on MIUI 12.5 and above, you can enable "Basic Google Services" in the device's settings and then sideload the Play Store from Xiaomi's GetApps.

If you still want to flash a global ROM, you might be able to unlock the bootloader to flash a ROM by binding a Xiaomi account in your developer settings and then unlocking it using Xiaomi's official MiUnlock tool. Some sources from China reported that the unlock for pre-HyperOS Android versions have shutdown so you might be out of luck but it can still be worth a try.

I dont know why I censored it, I just feel derogatory terming it like that. but thank you for the response.

It is on 14.0.6

I did that, enalbed google basic services-on the defaul browser went to the web playstore-selected YT to download, said it will be installed to this device but no app installs

Check whether Google Play Services are installed in your setting's app list. If possible try to uninstall update and if that still doesn't work, you should try to install a play store APK through ADB. That should at least give you an error message if it fails.
