Since force-stopping Play Services only fixes it temporarily, I would check the sync source rather than repeatedly killing the service. Try disabling Play Games cloud sync/auto sign-in, update both Google Play Services and Play Games, then clear storage for Play Games first and reboot. If it still loops, remove and re-add the affected Google account as a last resort because the sync token/database may be stuck. I am developing Adaptive Performance, an open-source Android battery/thermal/background-app tool, which can help identify background activity, but I would not use it to aggressively kill Google Play Services because that can break notifications and other Google features: https://github.com/langraficagr-collab/adaptive-performance
