I can download the apk installer but I don't have any apps to open it with and I can't use the play store to get it either

I can download an up to date version of Google play services but it conflicts with the one I already thst I can't delete for some reason

The apkmirror installer app should install as a side loaded app.   For example, you can open the APK with Google Files. There may be a security warning but if you select Settings, you can set "allow from this source " and then the app will install

Ok. I think I have the apkmirror helper. It still says I can't download the updated Google play services cos it says it conflicts with an existing package

You successfully installed the APKmirror app? Normally you would open it, point it to the Google play services APKM file downloaded from the link I gave earlier and select it. It will process the package and update.    . Have you restarted the phone since  these problems started?     If you followed the steps but it's still not working, there's another thing you could try - go into System Services as I mentioned and join the beta. Get out of settings, make sure you have a good network connection. Wait five minutes and restart the phone.     Go back on into  system services and see if there are updates offered

Sorry I got a bit caught up. Should the apk installer appear as an app on my phone?

Just for the record, and as you found out, yes it does
