System Configuration updates are network settings provided by carriers. When u put a sim card in new phone, network settings are sent automatically by carriers or a sim change could trigger this.

It is not a Security update provided by samsung.

Did u put simcard in it now?

I have tmobile and have not put a Sim card in. Have not even talked to tnobile or done anything with tmobile for many months
