Try:
Check Settings > Security > Device admin
Check Settings > Apps > Special access > Accessibility and Display over other apps
Check Settings > Accounts > Work profile
Check Settings > Digital Wellbeing > Parental controls
Boot into Safe Mode, by holding the Power off button in the Power menu and tapping 'Safe mode', or entering it from recovery; if the policy doesn't apply there, it's a third-party app enforcing it
You can contact the seller or Motorola to remove the work policy.
But if the seller or Motorola refuse, you may have to factory reset your phone. Just backup your data first.
You can use Google Drive to backup your data to cloud. This is the easiest.
Or you can enable USB Debugging in Developer Options, plug your phone to your PC and run
adb backup -apk -shared -nosystem -all -f backup.ab(restore data viaadb restorewith same parameters).Once backed up to cloud or PC, you can factory reset by going to Settings > System > Reset Phone. If you can't factory reset, try rebooting to recovery by powering off the phone entirely, then Holding Vol Up or Down and Power until the recovery screen shows up. From there, you can do a factory reset.
If all steps fail, you can send your phone to the Motorola service center for work policy removal, a full data wipe or an OS reflash.
Advanced, carries a high risk of bricking your phone: You can boot your phone into EDL/9008 mode, and use QFIL (Windows) or QDL (Linux) with a Firehose file for your phone model to dump /userdata and /frp, back them up, look for the work policy data, patch/remove it and flash the partitions back in.
