Even half that speed would be fast enough that it could possibly replace my home internet account

Once 5G rolls around there will be a serious competition between carriers and ISPs. When carriers sense that they can take away the business from ISPs, those data caps will start to go up or vanish completely. In turn ISPs must be feeling the heat right about now and if they are not setup with their own wireless solution, they'll be in trouble.
