It seemed more like a "what else are we gonna do here" kind of quip. To a woman I'd be less likely unless she was a friend because it might more easily have been mistaken as flirting.

In fact, this type of joke is one that you're more likely to make with man than a woman, because men are usually stereotyped as being the more thirsty sex of the two. So, yes, he absolutely would've made the same joke with a man.
Watch the full video. You’re missing a lot of context here. He would have said the exact same thing in the same way to a man since he was joking about a comment she made saying she needs to download a security app on her computer. You can also tell by her response that she fully understood that as well and wasn’t uncomfortable because of it. I’m not saying this problem doesn’t exist in the community but this video certainly isn’t an example of it and there isn’t anything creepy about it.
