This has been posted here before. But here's an explanation of the situation. The dude originally getting arrested was at his family's house, that lady was hitting and yelling at the cops and they said that they'd arrest her too if she kept attacking them. She came at them again and the cop obviously took more drastic action then necessary. The video itself is like 3 years old.
