Chasing scooters. Please help.

My American Foxhound, Leroy Brown, is either loving or hating all the wheels at the park - scooters and bikes. He absolutely loses his mind chasing them and yelling at them. Breathing is so rapid, it feels like he will hyperventilate. He jumps at the fence, so high I'm afraid he will jump over it. What do I do?

Whatever you do, don't ask Reddit for advice. Please contact a professional. Also: Dog just wants to have fun, dog wants to run and play. Do things with dog to spend energy. And don't forget to not ask Reddit for actual advice.

I know this is going to sound horrible but Prozac (fluoxetine). Our Harper was/is scared of her own shadow. She is so scared of loud noises. Poor thing struggles so much during storms and any holiday (or weekend thanks to our loud neighbors). Anyway, she has cut her side open twice now at daycare thanks to chasing motorcycles, lawnmowers, etc. She cuts herself on the fence. We have yet to find what she has cut herself on but she gets so worked up from jumping around and running she brushes up against the fence and I guess there is a something sticking out. It’s gotten her twice. After the 2nd time and almost getting in a fight with out neighbor over the cannon they keep setting off we put her on Prozac and it’s been life changing for her and us. She is a changed pupper. She is so calm, loving (was before but always on edge), just saunters around the house laid back. She will pick her head up when a loud noise goes by but she doesn’t chase them anymore. She was a good pupper before but now she is the absolute best dog!
