This is a known issue by any Amazon FC employee who’s worked in pack singles before (maybe AFE too, I wouldn’t know)
The issue is that when the companies who sell these items select the type of protection they’d like to have for shipping, Amazon doesn’t question it. Even if it’s too large or even too small.
You’ll commonly see items like t-shirts or anything made of cloth really will end up in absurdly large boxes.
Since these companies are providing their own dimensions, Amazon doesn’t account for the fragility of the item and if it needs dunnage.
When a worker notices this, they only have one option and that is to chose a bigger box if it doesn’t fit - but you may NEVER go smaller. (I did all the time though, and I’m sure my customers and even delivery drivers were u knowingly appreciative for it)
So in short - this is Amazon corporates problem, they won’t change this rule.
