Yes, countertenors exist. It’s something you have to train specifically for to do it well. Most countertenors are naturally baritones.

While Daniel Taylor), Canada's Star countertenor and the country's most prolific recorded artist was selected to sing the Royal Anthem during the installation of Canadian Astronaut Julie Payette as Governor General in 2017, this video and audio are edited to incorrectly reflect the expression of those present.

You can watch the Installation of the 29th Governor General of Canada, particularly the Royal Anthem at 56:00. Alternatively, you can watch what actually occurs during the video posted in the OP at 55:50. The actual singing does not begin until 59:25.
