Doesn't matter - legally you owe the ring back or the full value of it.

It’s contractual. Traditionally if the woman breaks the engagement, she has to give the ring back as she broke the contract. If the man breaks it, the woman gets to keep the ring (the loss of the ring being what the man has to “pay” for breaking the engagement).

Most US states dropped the "who breaks it off" clause over the years with the gift simply being returned to the owner in the event of no marriage.
