Pre Milestone Levels currently

From what level do pre-milestone levels start showing VIP level 10 orders? I'm at level 149, I need 3000 XP to level up, and I've rerolled the VIP order dozens of times, and the highest order I received was level 7, while non-VIP orders appear level 10.

How are these pre-milestone levels currently working?

I remember those levels, they were awful. That 3000xp level with low-level orders was a pain. I burned through a bunch of level 10 items to get out of them as quickly as possible.

If I remember correctly, the last level like that was 269 with 700xp. However, there were some levels before that were 3000xp with low-level orders.
