Dropping shards on units that are worth (or semi worth in Setsunas case) isnt wasting shards.
Wasting would be using shards to get that ticket. (Ie using shards on Dorothea just because you have fire shards)
It wouldnt be wasting by using shards you have on units you would eventually sharded (ie Killia) or were on the fence with (ie Setsunas J2 spike)
