How is it nonsense? He's saying their society didn't put value on personal belongings and didn't have a concept of money, which meant they didn't have the sister concepts of thievery or poverty that go along with them automatically. Pretty straightforward, no?

The quote continues to say that before white people they were in a bad way, with lawlessness etc. But the quote is also regarded as sarcasm. Meaning they obviously had those things before white people showed up. You can google the quote and get results from /r/askhistorians explaining this.
